Born in Genoa in 1941. Lawyer and professor of International Law and Maritime Law at the Faculty of Law of the University of Genoa.
He is director of different companies and member of several ministerial committees for the reform of the navigation law and for the law of companies and business. He is editor of law reviews and author of several monographs.
He is chairman of the Ansaldo Foundation - Business archives of Ligurian business Onlus.
